To get this you must let someone from the enemy team capture your flag and then eliminate them. Once they have dropped the flag you must capture your own flag (Takes about 1-2 seconds to re-capture a flag). Once it has been captured by you it will return to your base automatically and the achievement will pop.

this may be one of those weird achievements that doesn't unlock if you're playing as D.VA. Just returned a flag as her and didn't get it.

Got this as mei. Confirmed i didnt actually have to kill the enemy just capture the flag

I had the hardest time getting this because of the way capture the flag mode is set up.
As mentioned in the other solution, in order to get this your team needs to kill a flag carrier and then YOU need to return the flag, meaning you need to be the first one in the little flag circle and stand in there long enough to return it (takes a few seconds).
The issue I had was trying to get in a good position to return a flag. You can try camping the flag, but most teams try and clear out a defense before picking up a flag. If you die it takes like 10 seconds to respawn, and then you start behind the flag and there is usually no way to catch up to it.
I also tried hiding in the middle of the map, so that I wouldn't get killed when the opposing team tries to take out a defense, but for some reason I was never fast enough to catch the carrier once they were off. Also, sitting in the middle of the map using makes you pretty vulnerable.
I finally realized the biggest issue for this achievement was SPEED. The 2 times (out of like 20 or 30) I did get lucky enough to get into a good position for returning the flag and actually make it into the flag circle, my teammates beat me to it. Other times I was just too far back on the map to get close before my teammates reached it. I finally used TRACER and in my first full game with her I was on the other side of a map when my team killed the flag carrier and I was still able to make it into the flag zone behind the enemy players to return the flag (luckily most maps are small in this mode).
TL;DR: If you are struggling, try using TRACER. Her BOOST ability helps her get to the flag really quickly so you can be the one to return it first.
