The Skullbat is located in the top left of the map. You will know you are in the right area when you have to jump your way up while encountering the wind (this will be a factor in the boss fight). After breaking the crystal container, you must fight and defeat the Skullbat to earn the WIND achievement.
Luckily, you can turn on all the assists in setting which will not interfere with your achievement unlocking so definitely check them all!
Strategy
After awhile of evading and shooting, you'll take down the Bat (signified by it stopping and then bursting into white energy). The achievement will pop after defeating it.
Extra Tips - Order of Bosses to fight
1. Kraken (Bottom right)
2. Lizards (Top right)
3. Worm (Bottom middle)
4. Skullbat (Top left)
5. Bush Spider (Bottom left) - Easiest to fight for it's ultimate form.

To make things much, much easier, go into Difficulty in the main (or pause) menu, and turn on Assist mode. You can then turn on Unlimited Lives, Unlimited Ammo, and aim assist.
I found Skullbat at the top left of the map. The map is a bit of a maze, so I can't give precise instrucions, but keep on heating up and left where you can and you will run into him. Shoot the crystal to release him. Not much tactics involved here, just keep shooting him and jumping over him - his only attack is flying into you.
