You'll unlock this while trying to 100% the game. You unlock a track (what looks like a vinyl/record while viewing missions of a game in the game selection menu) when you complete a mission which would give you a BGM track as a reward for completing a mission. To view what missions are available that have BGM track as rewards, you'll have to view the missions through the game's missions at the game selection.
