The maximum number of things you can place is 70. Duplicates count. If you need more items, purchase from the vending machine. Make sure all 70 are placed and then go back into the arcade.

Should mention that there is tonnes of room on the map for more than 70, but it won't let you place more than 70. I only filled up about half the arcade before it was stopping me, and the space in front of cabinets needs to be clear.
