As you complete missions, you will unlock customisation options for your arcade, which includes colour variations on arcade cabinets.
Each of the original coin-op Pac-Man games - 9 out of the 14 - has its own cabinet, and each cabinet has several colour variations to unlock. The remaining 5 Pac-Man games are the home conversions which never appeared in the arcades, and the all appear under ONE cabinet: The one which looks like a screen with two controllers on a desk in front. That machine also has several colour variations to unlock.
Simply place any combination of 30 cabinets in your arcade using the customise menu to unlock this achievement.
Note that you can press
to get a list of games on the side of the screen, and as you scroll through the list you can press 
to see the mission unlockables for that game.
