After installing a turbo light engine and even more so an engine with a lim-chip, you can get it by simply accelerating on a good road, you can also open a bumper with nitrous oxide in the fabricator, or sometimes on the maps there is a condition "shocking speed", in which electrical anomalies accelerate the car to 130 mph without problems.
