Update: An update to v0.3.4 fixed this to be unlockable. If you have already catched one, it will pop when you log in. So did the other Sakurajima achievements.
You can either catch the Level 55 boss "Jetragon" at -789, -321, or you can breed one from a big dragon egg randomly.
You can buy a ring from a shop near 73,-486, equip it and you can lock the enemy's HP on 1.
Custom setting:
Damage given by player to MAX.
Damage received by player to MIN.
Damage given by pal to MIN.
Damage received by pal to MAX.
Make rocket launcher or any other weapon with high attack, and shoot the boss to HP 1. Catch it easily by using Ultimate Sphere which can be made at level 51. When you catched, the achievement is yours.
