Start a solo game with 2 Epidemics. Select your first character as the Researcher and the second character as the Scientist.
At the beginning of the game, stay in Atlanta and simply try to collect sets of 4 to cure diseases. Pass on all leftover turns. Once you’ve cured 3 diseases, ensure you get a set of 4 cards for the 4th disease to the Scientist, but don’t cure yet. If the Scientist is your second character, they should get the last turn in the game. Now, just pass your turns until there is only 1 card in the draw deck, and on that turn cure the 4th disease as the Scientist.

To add/clarify, I think the game ends when you cannot draw 2 cards at the end of the turn. So for me I had to get down to zero cards in my draw pile (instead of 1), then win (my 1st character was researcher and 2nd was scientist as well).

Did you play with only 2 Epidemics? Changing that could influence the deck size and which character gets the last turn (first or second).
