How to unlock the Pandemic Pro achievement in Pandemic: The Board Game - Definitive Guide

Either keep playing the game naturally until you get it, or cheese it with the standard Researcher/Scientist combo, Virulent strain disabled, and the bonus events cards turned off (also works for the 10 Virulent strain games achievement, but would turn off after that one)
Stay in Atlanta
Researcher gives cards the scientist needs
Scientist cures diseases with 4 cards of the same colour
Try and keep them both under 5 cards where possible, especially at the start, as going over 7 forces discards which can slow the process down, unless you are about to cure a disease, or abundant in a colour or 2 and can discard (or at least don't need to worry about discarding).
Don't worry too much about the diseases, they will either spread or not, depending on your luck.
You should get through a game in around 4-5 minutes, I was winning 2 in 3 games. Generally had between 24 and 36 cards left in the stack. Once done, Restart with same team, and repeat.
Found this easier to do on PC through Play Anywhere.

I'm on 22 wins and this hasn't unlocked yet anyone else experience this?

yah its weird im well over 15 wins now too and nothing.
Edit: I as well just hit 40 wins and got that achievement but have not recieved the other. I think the tutorial might cause this achievement to glitch, and I strongly suggest saving that one for last because of it. Everything was working fine until the tutorial.
