Here's a guide for all 4 steps. Enjoy tanking my ratio.

Step 1:
Very straightforward.
M: Mexico City, Treat, Miami, Treat
CP: Miami, Give Miami to M, Pass turn
M: Atlanta, CURE
Step 2:
The main point of this is to keep London from exploding when New York gets an epidemic and an infection in the same turn. You don't need to cure anything, even though it keeps saying you do.
M: Lima, Treat
R: London, Treat
M: Lagos (Use RB to burn the card and fly there in 1), Treat, Khartoum, Treat
R: Treat, Madrid, Treat 2
M: Cairo, Treat, San Francisco, Treat
Step 3:
This can get a little hairy, but the steps below work.
M: Chicago, Treat, San Francisco, Treat
R: Give Miami to S, Give Beijing to S, Bogota
S: Mexico City, Treat 2
M: Tokyo, Treat, Hong Kong
R: Treat 2, Atlanta
S: Atlanta, Take Kinshasa from R, Take Mexico City from R, Discard Madrid, Discard St Petersburg and Tehran
M: Istanbul (burn card), Baghdad, Treat, Cairo
R: New York, Treat 2
S: CURE, Lima
M: Shanghai (burn Milan), Treat
R: Treat, Atlanta, Pass turn
S: Treat, Atlanta
M: Atlanta, Discard Paris, Sao Paulo
R: Give Shanghai to M/Discard Bogota, Give Karachi to S/Discard Chicago, Give Moscow to S/Discard Johannesburg, Pass turn
S: CURE, Pass turn

Step 4:
I'm just going to list the steps. You'll see how it plays out. I got very close to not making it. Make sure you play the cards during the turn.

In the first one, it should be "Move to Atlanta, Cure". You say move to Miami, but you are already in Miami

It'll tell you that you need to discard a card. I just mentioned which ones to discard. If you don't need to discard, don't.

So appreciated! This may be the toughest achievement without your guide because everything has to be almost perfect and impossible without exact knowledge of upcoming cards. I love this game but this "training" mission is ridiculous! Thank you! Thank you! Thank you!

On step 3 the second to last medic movement could with saying discard Sao Paulo.
Other than that, great solution. Would have never done it without your help thanks!

Question, for step 4, move 6 Dispatcher. How are you treating, moving qs to madrid, moving yourself to madrid, and then taking madrid from qs?

Part 4 didn't have any notes on movement, but as long as you do not use cards to move you should be fine throughout the guide.

Because I couldn't figure it out for the life of me, for scenario 4, when you need to move QS to Istanbul without using cards, make sure you are walking her to Madrid, then Algiers, then Istanbul, THEN using the one remaining move to move dispatch to her.

there's something wrong in step 4 , In the second round, I can't retrieve Istanbul because the card was discarded when QS arrives in the city.

When moving QS to Istanbul you need to take the route which doesn´t use any cards. This route uses 3 moves. Then you can move D with the last move. They will meet in Istanbul and D will still have the card.

Don't move via card unless specifically told to. I almost never use cards that way.

I wasn't able to quite follow the guide exactly, but it was close enough for me to pull out the win. Big thanks for contributing it as I had failed a few attempts on my own; for a tutorial mission they sure cut it close.
