You can get this in the very beginning of the game. After the opening dialogue finally ends and you gain control of your character, walk into the alley in the upper right corner of the screen.
Walk to the left until you see a man, go talk to him to play a paper folding minigame. You can get two achievements in this area:

After you're done, walk back to the right to the main area. You'll pass a wall with graffiti on it that leads into a short cutscene, the achievement will unlock after that.
