You can get this in the very beginning of the game. After the opening dialogue finally ends and you gain control of your character, walk into the alley in the upper right corner of the screen.
Walk to the left until you see a man, go talk to him to play a paper folding minigame. After that is done and he finishes talking, talk to him four more times to unlock the achievement.
