I believe the fastest way to unlock all upgrades is by farming a small custom map like the bullet shaped one (2nd column, 7th row). finding the fever upgade (purple/pink with a star on it) you can easily circle the entire map and instantly get around 1000 coins. unfortunately it will get very repetitive.
It turns out there is an additional 1000 coin bonus for filling up a country on top of the 1000 coins you get for the fill percentage. It is faster overall to continue to grind out the countrys, my appologies for the misleading guide.

Does this count as conquering country’s too as you need 50? Or is this best do after you done that ?

Additionally if your looking to upgrade your perks without using any coins you must close app. Reopen the app once you load in go to the upgrade tab. Purchase the upgrade once fully maxed out wait a couple of seconds once the achievement pops go to the dashboard. From the dashboard DO NOT close app. Delete the local game save data file . Open the game and you will have the coins back. Repeat until all Perk Achievements are obtained.
