The easiest way is to find a boosting partner who will help you...you can both try to get it at once, but have to be careful not to die or that will end the game for both people. Easier if one person just focuses on staying alive while the other goes for it.
When I got it, I just went very slow and focused on the windows on the front face of the houses. You can break the windows on the sides of the houses but then you need to be going faster to get the right angle to hit them, so I just ignored those windows.
Try not to waste too many papers since running out can be a problem, so try to collect as many newspaper stacks as you can. If you are out of newspapers and don't see another stack you can kill yourself...you should respawn in about the same spot with a full bag of papers. You can obviously only do this so many times.
Some of the doors on the fancy houses appear to have glass on them that you can break, but can't verify that this counts as a broken window. The achievement should unlock immediately when you reach 30, so if you don't have it by obstacle course, no need to finish. Also need to do it on the first day of the week since on the 2nd day, all the windows you broke on Monday will be boarded up.

Isn't it easier to do this by delibrately missing almost ALL the house on Monday and then smashing windows of all the unsubscribers on Tuesday.

Unless I'm missing something (please explain if I am), not sure how that would make it easier. It doesn't matter whether they are subscribers or not, you can break the windows on ANY of the houses on Monday and they will count. On Tuesday you would just have slightly more crap you have to dodge in the process.

Thanks to Elem3ntal80, his solution helped me a lot. I managed to get around 27 broken windows before the intersection.
To achieve this, you'll have first to practice solo to avoid any unwanted crash. And you'll have to know some fact about that easy street:
1.There is a total of 136 windows on the easy street. 74 on the sides of the houses, 62 on front.
2.Focus on the windows on the front face of the houses. Windows on the sides are harder to hit.
3.Slow down. Ther is no time limit! Most of the hits are done while the paperboy is almost stop.
4.You will find newspaper pile every 3 houses for a total of 6.
5.When you crash, you come back with a full set of newspaper...
6...Meaning you have potentialy 100 newspaper to trow.
7.This is a coop mission but an individual achievement. You have to break 30 windows by yourself, same for your partner.
8.Both customers and non-customers windows you break count towards the 30 needed.
9.If one of the players crashes 4 times, the game is over for both players. Avoid that.
Ok, so now that you know this, get a boosting partner, create a player match and follow this plan on the easy street:
120 easy street. 1 window
Dont touch the d-pad or anything, just push A when you get in the middle of the first square on the sidewalk to break your first windows on the front face of this house.
119 easy street. 1 window
After breaking your first window quickly move on the left side of the sidewalk to avoid the fire hydrant and SLOW DOWN, BRAKE! And trow your second newspaper when you are paralel to the window after the bushes.
**DOG! Watch out for the dog! It's comming from behind the 119. If you're slow enough it'll continue it's way without attacking you.
118. 2 windows - First newspaper pile, on sidewalk in front of the door
Slowly go between the house and the white fence. Break the first window on the corner then turn on you're right while firing the rest of your newspapers to the door and grab the newspaper pile. For the second window, stay on the sidewalk and trow a newspaper when near the middle of the sidewalk square, paralel to the window.
117. 3 windows
Stay on the sidewalk and shoot when you are paralel to the targets. Again You should be stoped or almost stoped so you are more accurate.
116. 5+ windows
(part 1)
As soon as you trow your last newspaper at the 117, speed up and trow every remaining papers and crash into the white fence.
(part 2)
You'll respawn in front of the 117 easy street so speed up again and trow 8 newspaper in the 116 easy street remaining windows. Then BRAKE. Again.
115. 2 windows - Second newspaper pile, in the street, in front of the door.
Trow the newspaper when you are paralel to these two side-by-side windows, just after the white fences.
114. 1 window
At the end of the house, one window only. Go slowly and get closer to the house for better accuracy.
113. 2 windows
You already are on the custumer yard so stay that way for the 113. Go between the house and the fence for the first one and continue for the second one.
112. 4+ windows - Third newspapers pile on sidewalk, in the driveway behind the 112 sign
Trow every papers you got but one for the last window on the other side of the front door. you can speed up a bit to get more windows on the side of the house and then slow down to break the last one. Then quickly turn right to grab another stack of newspaper.
111. 3+ windows
Pure luck. Trow your 10 newspapers at the black house and crash into on of the car crossing the street so you respawn with a full bag of newspapers.
Intersection - No car when you respawn here.
110. (sometimes 111 again!?) 2 windows
Go slowly, shoot when paralel to the windows.
109. 3+ windows - newspaper stack on sidewalk in front of the house.
Trow all your newspapers remaining at the windows and collect the stack of newspaper on the sidewalk.
108. 2+ windows
Speed up and trow 5 to 7 newspapers on this house. Then slow down.
107. 3 windows
SLOW , get paralel.
106. 0 window - Newspaper pile in the street at the end of the driveway.
105. 2+ windows
4 windows total, the 3 side-by-side windows makes a bigger target and seems easier to hit. slow.
104. 1+ window - newspapers on sidewalk after this house + DOG
That is the last stack of newspaper you'll get. Fire everything you get and catch the newspapers.
And beware of that dog on the sidewalk. Speed up if it's start chasing you naturally.
103. 1+ window
Shoot like 6 or 7 papers at this house or even every remaining one because this is the last house with a lot of windows on it.
102. 0+ window
You'll hardly get one here since the tombstones block the way.
101. 1 window
Hope you get the achievement before you get here... this is the last house on easy street and it has only one window. :(
If you haven't got the achievment here, please continue to play until your partner get finish with day one. Nothing shows where the other player is on your screen so ask before you quit.

Break 30 windows. For this one, I picked up all the bundles I could reach and through all of my papers through windows. Co-Op match.
