Contrary to the text, you get this after collecting all skins not just customizing it once. There are a total of 55 skins you need to obtain for your Starlight computer companion. The vast majority come from unlocking fast travel points, so make sure you do this every time you run across one of those phones. Another large pile comes from Crimson Acid, your friendly goat idol sketchy informant who sells them straight up. The last few you'll find if you're using your meditation eye and looking around to get all of the collectibles scattered around, and from assisting ghosts and completing other side quests. If like me you end up missing one, check on top of the second tallest golden rotunda in the mountains, the area is called The Opulent Ziggurat. If you found the haunted vending machine up here already, you may have noticed you couldn't get to the collectible on top of the golden dome just yet. Fear not, you just need to visit all 3 of the Foot Bath points of interest and pay the (worth it) 5 blood crystals to unlock all of the abilities Meditation (arguable but REALLY helps completionists like me), Air Dash, and Double Jump. Once you have at least both movement abilities, stand next to the bush by the haunted vending machine, line up your cursor with the tower of your exile home in the background. Run, Jump, Jump, and Jump Dash and you'll land past the slippery part of the dome and just hop the rest of the way up to get the Starlight Skin.
