The characters are unlocked when you get their first outfit. You may unlock this naturally, but if you don't want to wait, start buying the animal outfits from the locker. In the locker section just navigate through the locked characters and see if are any outfit available to buy. There are some outfits that are really cheap (300 cookies), so start with those.
