From my trial and error this seems like it has to be done in one single round, and not over the course of the entire game.
There’s different missile pods right where you spawn in this level that launch rockets about every 20 seconds.
When you see one open up and start to smoke, wait until you hear the rocket start then either wait by the side holding grab, or jump in that direction and hold grab.
Make sure you’re grabbing the top half of the rocket, as the bottom half can kill you.
Once the rocket starts going at its second speed (faster than its initial speed coming out of the missile pod), let go, and you should land right back on the submarine.
Repeat this 2 more times in a single round and the achievement should pop.
I could be wrong however and this could be done over the course of a whole game, but previous attempts did not unlock for me until I did it all in one round

I finally got this, but I had to ride 3 in a round. I also figured out that it's easy to setup a ride by jumping into the missile hatch right away. You can use the extra time to align yourself to grab the top of the missile. It keeps you well away from the dangerous lower end of the missile, plus opponents are less likely to harass you when you're down there. I released when the thruster began to fire. The blast would usually blow me away into the water during my fall, so be prepared to quickly swim back to the ship for the next one.
