How to unlock the Outfit Unlocked: 20 achievement in Party Animals - Definitive Guide

You can start playing a few matches to win dog cookies and then you can buy some outfits directly from the closet section. Some of them cost 300 cookies. I've won some outfits playing normally and the others I just bought from the closet section. The same works for the 30 outfits achievement.

Find the cheap outfits in the Locker. Select a character and then hit A to change outfit. You can then scroll a list on the left. The info at right will show the name of he outfit and (if available) the cost in bones. Press Y to unlock.
