WhyattThrash's solution is excellent, I just thought I'd add one thing. If you are trying to kill the FBI guys, the best trap for it is the Zebra/Horse. Sometimes when they come down the stairs from the left into the center, they pass perfectly behind him, and it's more predictable than the bubble gum bombs.
But if you want to do this, your first thought when the party starts has to be to kill the tank top bouncer. Oh, you can kill the blond one as well, but tank top keeps wandering over to the optimal "firing spot" for the horse, and trying to keep track of two FBI agents, that bouncer, the occasional cop and all those dudes wearing purple gets a little overwhelming.

Story-related, you will unlock this upon completing Underground Sick (#12). If you find yourself missing one kill, you’ve probably missed the DJ that is usually hidden behind the police car with turntables on top.
Note that the bonus levels (the 7 on the second row) aren’t needed for this.
