I never found any of these splinters on any map. Only now I find a few of them in the Incursion Flashback Event. Does that mean that I have to wait until the next event if I cant get them on this one (which will most likely be the case)?

Breachlords are accessed by using breachstones in the map device. You can either collect 100 breachstone splinters by killing breach mobs found randomly in zones or just buy the breachstones on the market board. The only expensive breachstone should be the Chayula one, though I can't say for sure the others will be cheap as the PS4 asking prices are absolutely insane when compared to the PC.
These bosses don't require any special tactics. Standard avoid and attack if you're a squishy build but stand and fight if you're a tanky build.
