Near the end of the 1st Act, Brutus is found just before entering the Prison Gate. You'll have to make your way through both the lower and upper level of the prison.
He will be the last encounter before leaving the area.
Additional Info:
At half health, he will summon skeletons to his aid.
Brutus is resistant to chaos damage (I think it's called chaos).
Side Note: I've killed him twice already, once in my single player playthough and again in a friend's world as the Ranger. Have yet to receive the achievement...

Personally didn't have an issue, it popped immediately after I killed him. I was playing by myself as a duelist if that helps any.

There should really be some mechanic that allows this to pop if you manage to reach the next chapter. I'm kind of a completionist and with the simplest achievement not popping, I gave up after those 3 attempts. The third attempt was with the Scion which requires playing through chapter 3 on an alternate character.
