Merveil is the last boss in the final map area (Merveil's Cavern) of Act 1. This will be the third map area after you defeat Brutus for:

She has two forms. In her first form, she summons two spectral swords that attack you and she also casts an area ice attack. After you defeat her first form, her second form will keep summoning a group of minions and she creates a large number of water geysers around the area that can damage you.
Once you defeat her second form, you can enter "The Southern Forest" and begin Act 2.
