You must do the twins' questline.
Eventually will be given a quest to send the Sweet Teeth on random busy-work tasks, which they will happily do. One or more of these tasks may require you to visit the task location, before sending the Sweet Teeth to do said task. One location, in particular, is Linormm's Grave.
After you completed all of their tasks (and not before), you can do the next part of the twins' questline. Choose the neutral option, and make sure none of the sweet teeth, die. That's it. :)
