Protip: there is NO in game tracker to tell which levels you do and do not have a gold medal in, so I heavily recommend manually keeping track somewhere of the ones you've done so you don't waste two hours of your day off replaying levels hoping to get lucky and find the one you missed gold in.

Protip 2: this achievement can be glitchy and not unlock when it should. The comments section below is full of people's experiences with this and what they did to remedy it.

Minigames are located under the Extras menu on the Main menu, most are locked when you begin the game but will unlock as you progress through the campaign. You must gold medal all these levels for the achievement (i.e. getting all collectibles in a level, beating it in under par time, or getting a high score in a minigame):

Time Trial Vehicles - all three levels of all seven pup's vehicles for a total of 21 medals

Time Trial Pups! - all three levels for a total of 3 medals

Collect-Them-All - all three levels of Lookout, Park, and City for a total of 9 medals

Obstacle Race - all three levels of Lookout, Park, and City for a total of 9 medals

Pup Pup Boogie - all three levels for a total of 3 medals

The achievement should unlock after your last gold medal. If it doesn't, exit out to the main menu or force quit the game and reload.

I think my game may be totally broken. I played through everything in order trying to pay as much attention to Gold medals and stuff as I could and now I am locked at having 450 pup treats left and cannot figure it out.

Okay so I think something is still fishy here. I guess it could just be me. I got on today and decided I would play the last level of everything since that would be the most likely thing I would have skipped (since you know you played the other two to unlock the final one). So on my very first level "Collect Them All" I played City 3 and got my achievements. It makes sense I guess because I got 200 for the ones in the mission and 250 for the gold making it 450. I had to back all the way out until it asked me to sign back in as well to get the final achievement to unlock.

Regarding vehicle time trials...

If you play like me, you'll be focused on collecting treats, and possibly overlooking gold medal status at the end of each level. This is how I missed a gold.

Despite the name, only Chase, Skye, and Liberty levels actually have a timer. If you missed gold, I suggest replaying these first. I found Skye's helicopter to be the most difficult. Liberty levels have no obstacles, so are quite easy. Of the timed levels, I rank them hardest to easiest: Skye, Chase, Liberty.

In the untimed levels, there seems to be no penalty for hitting barriers. If you're in a tight spot to collect treats, hit a barrier to buy some time.

That was very helpful, thank you. I was missing 150 pup treats and didn't have the "Minigame Master" achievement, so I replayed Skye level 1 and unlocked all of the achievements I had left in one go.

This was a massive pain and I’m glad it’s over.

This game is coded terribly. There are so many poor design, UX, control issues. I feel dirty!

Stupid game. I had 250 treats missed so I don't had this achievement and the other of the treats (and the one for having all other cheevos). I did what some users were talking and replayed the 3rd level of all, the two achievements popped for me after playing the 3rd level of City in Obstacles Race. Then for the last one, I reloaded my account going to the title screen.
Finally I can erase this crap!

Thank you @NessNoldo for suggesting to redo level 3s! I was missing 450 treats.
After redoing several missions / mini games with no improvement on my pup treats count, redoing level 3 of city in Collect-them-all unlocked both Minigame Master and Pup Treat Master. Force quit / restart the game unlocked the last one!

This game is a piece of shit. Bugged, bad coded, bad tracking on record history, etc etc etc. The previous one was so much better.

For me, I had to replay Pup Pup Boogie Level 1 and let it run forever for the full points to add up. Man this game is garbage.

Pup Pup Boogie didn't like to register some of my button presses on level 2. Since it's not like other rhythm games, I just button mashed the upcoming button.

Also, I was disappointed to realize collecting treats was not knocking off time on Time Trials.

Okay I’ll add to stupid things I needed. I was short 750 pup treats and replayed pup boogie level 2. When it was finished and the screen went to the final score, I waited for the total score to reach 10,000 which was needed for gold. My score was much higher but the counter took forever to get to 10k. I hit A after that and finally got this achievement.

Did the same thing as Evergreen314 and Nachthexen. Tried replaying several levels, no results. Replayed collect-them-all city level 3, popped immediately. Weird.

I missed 250 treats and this achievements, thinking I did all the minigames, but couldn't figure out which wasn't completed, so instead of replaying all the minigames, I found a method by analysing the save files from the PC version.

This software helped a lot :

It's not properly working to export the saves in a more readable format, but just by looking at the file list for Paw Patrol, I noticed that there was one missing file in the list, which was the minigame I missed (in my case, "MinigameObstacleCourse_Park3.drakhar").

This game's minigames feature bronze, silver, and gold medals depending on your performance. You'll be required to get a gold medal on each game to collect all the pup treats for that minigame. In terms of performing well enough to get a gold medal, if you're an adult gamer with average gaming experience, none of the minigames should pose any challenge whatsoever.
