As you collect pup treats, you'll unlock rewards in the upper right corner. Each time you unlock a new item, you can use it to customize your pup or its vehicle. Simply customize your pup with an unlock for the first time and you'll unlock this achievement.

This achievement was buggy for me. Despite meeting the requirements this was the last achievement I unlocked and it required lots of trouble shooting including deleting saves and using cloud sessions. Managed to finally get it to register today. 4 new games on my main, tried dummy account, tried 2P, etc etc.
I had the pirate costume achievement unlocked the other day which essentially unlocks this achievement as well and this achievement is not meant to be locked if you put the pirate costume item on.
Bit of a nightmare, but maybe go for this one early and don't ignore it if it doesn't work as you'll end up deleting your 100% save to fix. It can be, and is meant to be, the second achievement you unlock if you follow all the prompts on the screen, but can be put off if you choose like I did.
