With the flamethrower the best place to try is at the end of The Birth of Sky heist, when the gang must run through the sewers. This is when an unending assualt of enemies pour into the sewers and bunch up together, allowing you to blaze through them (not apologizing for the pun because it took me an hour to come up with it) and have ten of them burning simultaneously.
With the Piglet, modify it to shoot incendiary rounds and start the Jewelry store heist on normal. Make sure to buy the "Vantage Point" asset as it makes it easier. Break stealth and climb to the top of the vantage point across the street from the store. Wait for the main police force to arrive (shouldn't take more than a minute or so) and they will start to cluster around the entrance of the store and police cruisers. From there you can rain fire on the area and set them on fire.
NOTE: The above method is how I got the achievement and is in my opinion the easiest.
The last way is to start the Watchdogs heist with the Piglet, and open fire once the doors open. The issue with this one is the large group of police (the one you'll need with shields and street cops huddled together) doesn't always happen so you may be left with only 6 weak cops. Restart and try again.

This achievement can be a bit of a pain, as the enemies do die quick. First, you want to equip the Flamethrower primary weapon and the Molotov Cocktails (but not necessary) in your inventory. It is best to be done on Overkill difficulty and a good heist is Watch Dogs from the Hector contracts.
You will start in the back of a white van when the door drops off you want to come out and start tapping your right trigger so you don’t run out of ammo. You will need to be fast so they don’t die before you have your 10th if you don’t get it on your first try then just restart. You could have the ECM jammers fully upgraded and in your inventory to help, and put them on the side of the van and press 
on them before the door drops. This will keep the enemies still and cover their ears to get the achievement easier.

Having ten enemies burning at the same time can be a pain. There are a lot of different ways to go about doing this trophy. Below I've outlined two of the best methods to guarantee yourself this one. Both of these methods will require you to have either the Flamethrower primary weapon or the Molotov throwable equipped in your inventory.
Method One: Purchase the Watch Dogs contract on the Overkill difficulty. During this heist, you will be in a White Box truck surrounded by police. It's random how many will be outside the truck so you may have to restart a few times to get ten really close to you. Once the door opens starting shooting your Flame Thrower every where lightly tap it so you don't run out of ammo. You need to be fast here as the fire will kill the police within 2/3 seconds. Once you have ten burning at the same time you'll be awarded the trophy.
Method Two: This method involves using a Molotov and Captain Winters. Every heist on Very Hard difficulty or higher has Captain Winters come in at a certain time. He has a team of 10+ shields that protect him. I did this on Day 2 of Hoxton Breakout because the location of the captain is always the same and is easy to get there before he arrives. When you hear that he is arriving run to where he spawns and wait until you see the whole team of shields approaching you. Throw down all three Molotovs in the spot where they stop and stand still. When they all run into the Molotov you will get the trophy straight away. Below is a video of this being done on Hoxton Breakout Day 2 if you would like a visual reference.
