Load up the level Lab Rats on at least overkill, when the container opens one or multiple enemies should be standing in front of it. One of them is possibly a cloaker if he is there chuck your javelin at him, if not restart until he does show up.

Difficulty: Very Difficult or above (From Wiki: As of Update #113, Cloakers will no longer spawn on Hard difficulty (select scripted spawns aside) and their spawn rate had been slightly decreased regarding the addition of the Medic.)
Equipment: Javelin throwable weapon, unlocked at level 41 in the Gage Chivalry Pack.
What you want to do is wait for the Cloaker to attack one of your teammates. When this happens, they will usually stand over them and beat them until you kill them (although for some reason mine opted for an awkward staring contest instead). This means that they are a relatively still target and this gives you an opportunity to line up your shot, before pressing
to throw and hopefully kill the Cloaker. See video below for how I got the achievement (Achievement doesn't pop due to using Xbox game capture).

Cloakers come out of sewer grates/manhole covers on a lot of the heists. There are two good heist you can get this achievement on but first you need to have the Javelin in your arsenal. The Javelin can be found in the throwable section of your inventory. Now you want to load up Lab Rats under the Events contracts on Overkill difficulty, right at the start of the heist there is a good chance you will get a Cloaker spawn as soon as the doors drop from the van. If there is not one then just restart till one spawns. The other heist is Watch Dogs under the Hector contracts as there are four grates/manhole covers in each corner on the map.

The Javelin Throwable will take a Cloaker down with a single hit. It can be equipped in your inventory for free. The build and other weapons you use do not matter. There a few heist you can use to get this done and I'll have both methods outlined below.
Method One: This method is my favorite as you won't have to kill many cops and can just sit and wait for your Cloaker to spawn in. Load up the Four Store Heist on Overkill difficulty and make sure your Javelin is equipped. I suggest turning the AI off so they don't mess with your Cloaker and kill him instead of you. Once the heist has started go loud immediately and run into the 24/7 Store and hop out the windows in the back. You will be between the Pear Store and the 24/7 in the alley. This is where you need to sit and wait for the Cloaker. He will have three spawns. Each store has a vent and one can drop in from it and the Manhole that is in the alley can also be a spawn. It'll take 3 minutes for him to appear and when he does throw the Javelin at him by holding down 
and it'll die with one hit. Below is an image to refer to if you don't know where to sit and wait.
Method 2: This one shouldn't be used unless you can't get one to spawn in Four Stores. Purchase the Watch Dogs Contract on Overkill and wait near any of the four Manholes that are on each side of the white truck you spawn in. Two will be on each side and you will get a cloaker to spawn in within the first three minutes.
