The dead man in a suit is all the way near the end of the bridge on the left side behind a structure. Simply place a doctor bag right beside him and pop achievement unlocked!

As per Step 1 of the Roadmap, acquire this contract from CrimeNet. In the pre-game lobby, be sure to select a doctor bag as your deployable. As you start the job amidst a massive thunderstorm, your first task is to locate the prison convoy. Push forward across the bridge and soon enough a nasty explosion will erupt and rattle your screen as you approach the prison vans. You will want to stick left as you pass the first two prison vans and duck into the passage just past the third van. Look down to see the poor lad who passed away and leave a doctor bag for him. After placing the bag and observing a brief moment of silence, you and anyone else in the lobby will earn the trophy.
