Easy way to unlock the Achievement:
First you need to buy and equip the Lebensauger .308 Sniper Rifle in the Primary Weapons Menu for $599.200 ((NO NEED FOR MODIFICATIONS)).
Make sure you have good Armor (Combined Tactical Vest) and choose a contract on NORMAL difficulty with A.I turned off (Bank Job works well).
Since the Lebensauger .308 Sniper Rifle only holds 10 rounds in the magazine, you will need to get a DOUBLE KILL to meet the Achievement requirements.
You don't have to finish the Heist for the Achievement to unlock.

The Lebensauger .30 Sniper Rifle can be equipped as a Primary weapon and will cost you $599,200. Under sniper rifles. You can change between weapons just don’t reload the Sniper Rifle at all. I would recommend Slaughterhouse from the Classics contracts on normal or hard but can be done on any difficulty. You will only have ten bullets in the clip and need to kill 11 enemies without reloading so you need to get a two in one kill. The heist will start off loud so enemies will come straight away, there will be about 15 plus enemies that come out of four different SUV's and all coming down the road, so you could get your two for one there. If you don’t, carry on and you will go down some stairs and there will be two trying to kick down a door which is a good spot.
The achievement will unlock when you have killed your eleventh so you do don’t need to finish the heist.

The Lebensauger .30 Sniper Rifle can be equipped as a Primary weapon and will cost you $599,200. This Sniper is a very high powered rifle and will one shot most enemies in the game. You should bring a heavy armor build such as this Anarchist Frenzy Build by b33croft so you can tank some shots while you're trying to kill enemies with your Sniper. Below is a visual reference of this Rifle.
Once you have the weapon and the build setup I recommend you do this on the Slaughterhouse contract on any difficulty you would like. Preferably Normal, or Hard. The trick to this trophy is you only have 10 bullets in the clip and need to kill 11 enemies without reloading. So you will have to pull off a collateral (Two Kills, One Bullet).
The reason why I suggested you do this on the Slaughterhouse heist is because of the way the Swat team pulls up there Convoys right at the beginning. They're in a line so you can get a shot off and probably kill 3 - 4 with one shot if you get good timing. There is also 20 plus enemies that jump out of four different SUV's so there's plenty of chances here to get two kills with a single shot. Once you get a collateral shot off it's up to you to not miss a single shot and kill the remaining enemies. Once the Heist starts, walk over to the gate and wait for the game to mask you up. The gate will open you need to sprint down there fast and get your Two Kills with One Shot as they are all running toward you. There is a lot of them so you won't have a problem if you were fast enough. Below is a visual reference of the convoy on Slaughterhouse.
