Creating a simple dodge build that mainly focuses on bonus damage with silencers for an extra punch and ensuring conservation of ammo will get you this achievement no sweat.
Quite simple, just make the heist loud right away and get ready to kill some police. Try your best to not miss for most of your shots so that you have some backup ammo.

I missed a few shots but still counted to about 35 kills both times.
Do I have to get all 32 without missing shots?

UPDATE 29/05/21: I've finally unlocked this after years of trying. Basically, to get ANY DLC achievements to unlock, you need to load the game offline, change something in your inventory, and connect back online and then proceed to do whatever achievement. Everytime you play the game for achievements you have to do this method or else it won't unlock.

This may seem a bit daunting at first, due to its crazy rate of fire but is actually pretty easy, because the Tatonka has a clip size of just under 80 rounds. I recommend putting on the single-fire mod if you were lucky enough to get one via the post-heist payday card drops. Otherwise, make sure to use 
at the beginning of the heist after masking up to change from auto to single shot mode.
The map I found easiest to do this on was "Birth of Sky" on Normal. You start off in a plane and it is one of the few times in the game there are a fixed number of enemies every time. Play it safe and go for body shots as 1 shot = 1 kill. With a clip size near 80, you can miss quite a few shots and still kill the required number of 32 enemies. If you take your time and don't skip any enemies, you should easily have this before reaching the front of the plane to go upstairs.
Birth of Sky is part of the Point Break DLC so if you don't own that, feel free to do it on Jewellery store or any other loud heist. It may take longer though, because the assault waves take longer to spawn with less enemies on Normal mode.
