Doing this stealthy is a little bit annoying. Its is probably the hardest heist to stealth so I would recommend doing this LOUD solo with bots.
Have a dodge build with inspire, medic bags and a Thanatos 50 cal sniper for bulldozers. Dont rush, take it slow and careful. I did it on the first try in 30 minutes while also doing the Forget It, We're Walking achievement

I did it stealth on DSOD but I broke stealth at the very end when I had one bag left and I finished the heist but didn’t get either achievements

Tip: have as many hostages as possible. i got downed 21 times, but each time i went in custody the AIs freed me. The hardest part is the pyro booth room, tons of enemies in small rooms.

This achievement can easily be accomplished on DW and DS. This simply requires the correct skills in each category tree, Burglar perk deck, body bags, akimbo suppressed interceptors, suppressed gruber Kurz, Shuriken (or Ace of spades) and no armor.
yes, it does take patience, observation and recon. The biggest element is to start this mission with the security room spawning on the upper level, in the hallway above the main staircase.
Most of the time, the security room spawns in the lobby on the far right. If it doesn't spawn there, the same door will show vertical bars over it, and you have a 50/50 shot at it being at the other end of the concert venue.
4 security guards will mandatorily have to be tagged and bagged. The required 4 are: the security room guard to ensure cameras are down. This element is the most important for two reasons: Less security to worry about, you use these cameras to watch guard\civilian movement patterns, scout out marked room locations saving search time, and after you cycle through all camera feeds, guards are temporarily highlighted, marking their present location.
The second and third guards will be the two in the basement, where you need to place the C-4. This is easy to do. Simply go down one of the connecting staircases under the first-floor restaurants. There'll be stairs leading to the basement. Find the room with a tv in it, turn it on and both will inevitably come to it. Kill the second one before he gets to the room, then kill the remaining third, no need to bag them no one will see them.
The last guard will be on one side or the other, on the lower-level restaurants (either Capitol hill candy or Red Square, depends on what Bane announces once all the money drops).
Don't worry about the pyro booth guard. Once you're in the booth, he can't see you and doesn't bother you during the show. You will have to tag and bag the dj. Bag and carry his body out of the booth and back up the stairs behind the top floor restaurants.
Bring two body bag cases and buy the extra one offered, you will need a lot. I recommend taking out the pesky civilians and hiding the bodies in the nearest storage rooms. The guards are easier to dodge, esp. With cameras down.
Once the last guard is bagged, you're home free!
