Once you've done your first heist you should have more than enough money to buy a mask and customise.
Head to "Loadout" and "Appearance"
Now buy a mask of your choosing. You can then buy decals and paints.
Once you've done this achievement will unlock. (It did take a few minutes after customising the mask for achievement to pop for me, like literally 5 minutes).

This is a fairly easy achievement that can be done after your first hiest has been completed.
The cheapest mask to get this achievement is $100,000 and the cheapest spray can is $500.

You need to buy a mask first, you can't customize the default mask for a character.
Masks can cost anywhere from $10k to $200k and new ones unlock as you level up.
Once you have a mask you can select it in your loadout and press
to customize it with colors or patterns (again, many won't be available until you hit a specific level cuz THAT makes sense...) and when you save your customization the Trophy will pop.
