Pretty simple!
Once you've done your first heist you should have more than enough money to buy a mask and customise.
Head to "Loadout" and "Appearance"
Now buy a mask of your choosing. You can then buy decals and paints.
Once you've done this achievement will unlock. (It did take a few minutes after customising the mask for achievement to pop for me, like literally 5 minutes).
