Below you can find a YouTube video highlighting how I was able to complete the achievement in just a few minutes, but here's a text guide if you prefer that:
- Mission is "Dirty Ice", difficulty set to Hard (I believe this spawns more special SWAT, haven't confirmed. Hard isn't really all that hard anyways)
- Loadout: BRING FLASH GRENADES! Makes everything much easier. I also went with the Heavy armor and the SA A144 Marksman rifle (that 1-shot headshots most enemies) You can bring an ammo box if you're trigger happy on the flash bangs, but it isn't necessary. I preferred an armor box so I can survive longer.
- You want to go loud from the start by putting on your mask and killing the guards and/or civilians
- When alerted, police will be called to the location. You want to kill the cops ASAP as it will skip the negotiation phase and start the assault phase, bringing in SWAT and the special SWAT "Zapper" that is the focus of this achievement.
- Head towards the back alley, where you'll find a chain link fence that the SWAT members will spawn behind and jump over. Here is where you'll hold them and attempt to group together 4 enemies along with the zapper for your achievement
- The Zapper is a special SWAT enemy that is often highlighted automatically by your AI and has light green accents. He carries a stun gun and has a bright green electric pack on his belt *WHICH IS WHAT YOU SHOOT TO ELECTROCUTE*
*NOTE* You CANNOT kill the zapper prior to shooting his pack and electrocuting the other SWAT members! The zapper MUST be alive to shoot his pack.
- When you get a good group of SWAT enemies around the fence, throw flash bangs to stun them for a time. This can help give the zapper a little time to spawn or if the zapper has spawned, will stop him from zapping you or walking away.
- If you miss the first Zapper or even the first couple, don't worry! Stay by the fence and there's a really good chance you'll have multiple chances to get a group together including a zapper.
***This setup can also be a very good place to get your achievement for getting 50 Sentry Turret kills on a single heist on Hard or above***

This is easiest with co-op teammates as the bots will kill these enemies quite quickly.

Flex, try it in a public lobby.
I found a lot of people on Dirty Ice just running it loud, so if you can find a lobby of a few guys that are trying to complete it, you can maybe just hang out back.
I do agree with you and Maka, the AI are a little intense, making this harder than it should be.

In my opinion, the easiest way to complete this achievement is in the battles on the Road of Fury. There, a bunch of policemen are climbing onto the bridge in batches in one place (this does not mean a specific place, but the point of their release), including zappers.
