Run 1: Information
You can get 1 of 3 spawns; the side spawns being the best, and the front being the worst. You can restart from main menu to try and get a new one. To make the speedrun as fast as possible, we'll need to find the access code. Head through the fence, go into the back rooms, take out any necessary cameras, and navigate into the manager's office. You can shoot the door lock instead of lockpicking to save time now and later. While here, locate a smart phone which grants a QR code getting you into the VIP showroom. Hack the manager's computer, and read the email to find the access code location. It's either the wifi code on the white board in the office, the number on the paper in the VIP showroom, or the employee of the month number in the lobby. Use the email and memorize the code. You can now pause and restart the heist to keep the same seed and try the speedrun.
Run 2: Execution - Stealth Required
Now that you've restarted the heist from the pause menu and know the code you can start by running straight into the basement in order to grab the red access key card and turn off the alarm to the VIP showroom showcases. This is done in the side room of the basement, and you can take out any necessary guards on the way, but stay in stealth and answer radios when necessary. While this is happening, your co-op partner should've made their way into the manager's office, grabbed the QR code, opened the VIP showroom and started lockpicking the showcases into bags (these are worth 25% each) as you'll need two of these. Next up is the vault where you can find the jewels which are worth 50%. This requires someone (either a co-op partner or civilian hostage) pressing the desk button in the manager's office while someone else interacts with the vault access on the wall using the red key card. Open the vault and bag the rare stones. With the rare stone bag and 2 x vip showcase bags, head out the back window towards the van which should be waiting if you're still in stealth. Load the van to 100% and escape immediately. As a solo player fully maxed on speed, this is very difficult, but possible. With a larger group, it is easily done in under 90 seconds.

I just got the achievement and I utilized the Scrambler Skill line and ECMs to allow me to speed through areas with guards. I used the restart trick to know the code before trying a run.
I used a total of 18 skill points for the skills, which were:
Infiltrator Skill Line: Infiltrator, Quick Fingers, Bagger
Escapist Skill Line: Escapist, Swift
Grifter Skill Line: Grifter, Social Engineering
CQC Specialist Skill Line: CQC Specialist, Soft Assets, Pin Puller
Transporter Skill Line: Transporter, Beast of Burden, Power Lifter, Catapult
Scrambler Skill Line: Scrambler Aced, Speed Hack and Extra Pockets.
Skill explanation.
Infiltrator for the faster Lockpicking with Quick Fingers and bagging speed with Bagger.
Escapist and swift were just for speed.
Grifter for Social Engineering so Civs don't take note of the Lockpicking and also for extra Rush at the start if needed.
CQC Specialist Line was for faster hostage moving.
Transporter Line for faster Bag moving.
