During act 3, you'll be tasked with speaking to the town's people about the events of the previous act so you can proceed with the mural. Head to the Inn and speak to Matilda. You'll be asked to cut out shapes from cookie dough. The key is to rotate the shapes so you use as much as the dough as possible. I made about 25 cookies. FYI use all diamonds and you can easily get 36, leaving tons of room for error here.

You can get the achievement without this but if you pick the Domestics perk then you can use the extra dough to be able to make a few more cookies which will make this easier to get.
