Golden Hand is a rare spawn that will be a golden shadow instead of the usual dark shadow when running around in Tartarus. You can find them on any floor (other than the event floors). I wouldn't go out of my way to encounter them until the request from Elizabeth is available, as you'll have to defeat them for the request (Request 7 for a Lead Medal). I would also try to be much higher level than the spawn you're going for (each tier in Tartarus has different golden spawns) so that you can kill it before it can run away.
Encountering them is a hit or miss; sometimes you can do 10+ floors without seeing one and sometimes you'll get a rare condition where the entire floor will be golden spawns. When farming this, I would recommend going floor to floor and keeping an eye on the radar to see when you're coming up close to an enemy; if the enemy is not gold, you can safely spook/avoid them but if it is gold be very cautious approaching them as they spook very easily and once spooked, it's near impossible to encounter them before they run away.
One trick I've been using when encountering golden enemies is to not approach it by yourself when you see one. Instead, position your camera such that the spawn is visible (don't spook it!) click to open the command menu and click "Priority: Fight Shadows". Your teammates should engage the golden spawn right away and you can just hop in the fight. This isn't guaranteed to work but it has worked for me much better than trying to approach the spawn myself.
Even after successfully engaging, the spawn will try to run away so quickly defeat it with your physical (Slash, Strike, and Pierce) skills.
This achievement can be annoying but you'll get it eventually

Thanks for the tip with the teammates. Finally after hours of trying I was able to fight one and then defeat it. I can highly recommend it.
