A little after the game gets going. You will be introduced to persona fusions in the Velvet Room. There you can buy a persona from the Compendiu and unlock the achievement.

To get this achievement, all you need to do is head to the Velvet Room and buy a Persona you’ve already registered - Personas that you fuse and get from Shuffle Times for the first time will automatically be registered. Grab one and get this achievement as a reward. You’ll no doubt get this naturally.
