  • On a rainy day, go to "Shopping District, North".
  • Go to the shop "Souzai Daigaku" next to the town bulletin board.
  • Buy the "Super Croquette".

You can only do this order on a rainy day, go to Sozai Daigaku and buy the Super croquette for this achievement in the day its raining.

If you head to the north part of the Shopping District during the day, while it’s raining, and head to Souzai Daigaku (as the game calls it, or Sozai Daigaku as the achievement calls it), you’ll be able to buy the Super Croquette for 100 yen. Buy it and you’ll unlock this achievement.
