You cannot play billiards until 6/5, after the cutscene at the Penguin Sniper.

Head to Kichijoji and go to the Penguin Sniper. Pick the second option to invite your friends to play billiards.

You'll get a cutscene with everyone playing billiards and the achievement should unlock right after.

You will find a darts and billiards bar called The Penguin Sniper in Kichijoji for this achievement, which unlocks in early June. Come to this location during any free time section and play a round of billiards. This isn't an actual mini-game, just a cutscene, so once that plays out you'll get your achievement.

*MISSABLE*

The Penguin Sniper in Kichijoji is a location where you can play games to increase your relationship with the Phantom Thieves. This trophy involves playing a game of billiards at the Penguin Sniper. The billiards game is not actually any sort of mini-game, it's just a cutscene with the Phantom thieves conversing while playing pool.
