The guide is wrong because Royal changed the unlock requirement of the Strengthen Persona (aka Gallows Execution) option. Instead of the concrete date (6/23) it was in the base game on Playstation, it will unlock when the route to the treasure is secured and the team retreats to the entrance at the Pyramid Palace in Royal. The Pyramid is available for a raid from 7/26 to 8/21 in P5R. The Pyramid is the FOURTH Palace in the game.

The Gallows execution is unlocked automatically during the story, after the Pyramid palace. This execution does not fuse personas into something new like the others, but rather sacrifices one persona to stengthen another. Choose one to kill and one to strengthen, and away you go.

*MISSABLE*

Fusing Personas is a key mechanic to the dungeon aspects of Persona 5 Royal. Fusions are sorted into "executions", which are basically just a way of tying it into the incarceration theme of the game.

This trophy entails using a Gallows execution. A Gallows execution is when you sacrifice one Persona in order to increase the EXP of another one. Unlike the other fusion executions, this does not create a new Persona, it just increases the EXP and potentially the level of an exiting Persona in your stock.

Enter the Velvet Room any time you have two or more Personas in your stock. Select the first option in the menu when speaking to Igor, then select "Strengthen Persona" to conduct a Gallows execution. Pick one Persona to strengthen, and then a second to sacrifice.

The trophy will unlock when you strengthen a Persona using a Gallows execution for the first time. Below is a video showing a Gallows execution.
