Unless you're me, using Joker in pretty much every battle and not unlocking it by the time I reach the final boss. I even used the move on the first enemy in a stage and restarted 20 times, then finished the stage, and it didn't unlock.

I think they have to be defeated by the attack for it to count

I've done well over 20 Despair attacks that defeated enemies and well over 20 that didn't defeat enemies. It refuses to unlock.

Update: Deleting the local save, playing offline, doing the 20 attacks again, then reconnecting unlocked the achievement.

Unlike in other Persona games, Joker doesn't have the power of the Wild Card in Persona 5 Tactica - a power that usually allows him to switch Personas on the fly.

That means in P5T, Joker's main Persona throughout the campaign is Arsene, with Arsene's main abilities being Eiha, Eiga, Eigaon, Maeiha, Maeiga and Maeigaon, all of which inflict Despair on the enemies you use them on. Despair, incidentally, not only removes an enemy’s cover, but it also “steals” their Movement - meaning they can’t move as far on their next turn, and you can move further on your next turn.

So, to unlock the ‘Come, Arsene!’ trophy, just simply use Arsene's aforementioned Despair abilities on 20 enemies and this trophy is yours. That's using it 20 times, not hitting 20 enemies.
