On mycareer, when highlighting a course, there will be an option that says "swap course." Don't worry if it is greyed out, a large amount of the tournaments available do not let you swap course. Wait to play a tournament or skip tournaments until you find one you can swap, and pick another one of the licensed courses. Achievement pops after round is finished.

Does this have to be in the PGA Tour? I did this in the Korn Ferry tour and it didn't unlock.

I can also confirm that it has to be done on the PGA Tour. I won an event after changing the course on the Korn Ferry Tour and it didn't unlock. I finished 2nd in an event after changing the course on the PGA Tour and it unlocked.
