Play an Official Course with Tiger Woods going for the "Under Par achievement playing as Tiger". He already has max skill stats. I played an official course from Red tees and shot -10. During round you'll see skills highlighted in upper right corner for different clubs when activation goals met. Mine unlocked at the end of the round.

Skills are found under the golfer section of myplayer. Each skill has an activator target e.g. hit 4 fairways. Once the target is met, the skill is active until deactivated by the corresponding target. This might seem a little daunting at first - however it will come naturally after putting skill points into many different skills, I recommend level one of the skills around hitting fairways and hitting putts inside 10 feet. After I had put skill points into level one of many different skills, I got this without trying intentionally to achieve any of the goal activators. Even if the skill deactivates, it still counts towards the overall count.
