Using the Block Teleporter select the alliance option will transport you to the room you need to be in
Just walking into the Room awards the Achievement. You'll need to be apart of an alliances you can join one via the visiphone (Purple Kiosk) by selecting display recruiting alliances.
That's all you need to do is visit the room.

That's what I did : Click on Visiphone > Display Currently Recruting Alliances > Display in order of most Alliance Members > *Click whatever you want* > Visit Alliance Quarters. Should pop after the Loading

I got this without joining an alliance. My friend was in an alliance and I just travelled to him and it popped.
