As you progress deep into Episode 1 you'll reach the quest

First Parting.

Haddred who is the Chrome Dragon will attack you while you're with Quna

This achievement will unlock upon defeating the Dragon.

There's also an Urgent Quest called

The Grudge of Rampaging Dragons

This quest is to defeat a Chrome Dragon however since there is another Achievement related to finishing Episode 1 to unlock Quna as a partner you'll be doing the story related fight regardless.

I finished episode 1 but it didn't pop. What am I missing?

For an unknown reason I indeed got the achievement, it just never popped on screen.

For some reason the Achievement just may not have popped. A different Achievement failed to unlock for someone else as well which I have no idea why.

You can always replay a story mission and the Chrome Dragon can be found in other quests so it's up to you on how you'd like to approach trying for this one again. Probably faster just to replay First Parting.
