I feel like you can but I haven't seen it myself yet. Based off how OG PSO2 played tho and how enemies moved around I'm thinking this enemy will start showing up more around the game.
EDIT: I just fought one when I triggered a PSE Burst out ij the field. You can probably pop this one whenever but more than likely you'll encounter it in the story first
