How to unlock the PSE BURST! achievement in Phantasy Star Online 2 New Genesis - Definitive Guide
You'll want luck and at least one other person with you. The more people killing the easier it is to pull off. If you're in an area full of players this will be easy.
When fighting enemies you'll notice sometimes they explode into a pillar of light. This will add a counter to the top right of the screen. We need to reach level 8 and that means you need to kill and kill quickly enough so you don't lose your counter. Every time a burst of light happens it will either add another counter or increase a level. We need one counter to reach level 8.
At level 8 a minute timer will trigger.
Get another pillar of light one more time and that will trigger a PSE BURST and thus the Achievement.
This must be done in one area the kill streak won't carry on into a new area in your Quest.

Just wanted to add that this achievement is now unmissable (if you're following the story quests). Recently got into the game and at one point early on, after you reach Central City, you'll have the option to pick between three side quests. You can pick them all, but Ran's sidequest, called PSE Burst Observation, tells you to go to Mt. Magnus and fight a bunch of enemies. The game will give you a party of bots and direct you towards the enemy groups, so just follow the marker and keep killing enemies and you should reach a PSE Burst in about ten minutes, netting the achievement.

Is this something that is easier in certain zones? Or higher difficulty zones? I've unlocked every other achievement but this one. I've gotten to 7 or 8 a few times, but it seems that which type of level you get is random. I'll get meseta to 8, then only get fire levels, etc.

This is a tough one.
You usually got it very easily during normal gameplay thanks to randoms in multi-party areas.
But since most people moved on to PSO2NG or only do the highest level quests, it can get very frustrating nowadays.
You basically want to kill as many enemies as possible quickly.
The white light pillars indicate PSE progress and your need to reach level 8 before the effect runs out.
It's completely random so you might need a few attempts.
I recommend going into a Point Goal quest like the Nightfall Province Exploration.
Choose the normal difficulty to kill the enemies faster.
You either need a friend or a fairly high level if you're doing it solo to deal enough damage quickly.
Redo the quest a few times until your RNG luck strikes. Good luck!
Since Achievements don't transfer with cross-save, I had to redo it two times on PS4 and Steam.
I managed to get it solo both times but my character is already at level 87.
This was literally my 5th Achievement and I got it randomly when the global release launched for Xbox/PC back in 2020.
Really shows how the shift of the playerbase impacts the PSE chances in OG PSO2.

PSE Burst Solo
This achievement is awful by yourself. With a group it's probably really easy to do and you will get it by accident. By yourself it's the worst.
I can't say how much if this matters, but it's what I did and I got the achievement by myself.
First, be a decently high level. I was 55 but it doesn't really matter.
Second, be far enough in the episode 1 story that you have 3 NPCs you can invite to your party.
Third, go to the Normal Forest Exploration.
Get your 3 NPCs on your party and then run around killing things in the first area until a PSE Burst starts.
The zone layout is random so I can't give you advice there. The idea is that having the 3 NPCs with you spawns more enemies. Also being in the first zone will have more people in the zone with you. More people fighting the better chance you have of getting the PSE Burst. When I got it it said there were 5 people in my zone.
This sounds simple, and I hope it works for you as easy as it worked for me, but I spend HOURS doing different things, trying to join full zones, and follow other parties around trying to get the PSE Burst to happen and nothing worked.
Full party of NPCs, first area, lowest level enemies, good luck.
