As with all the class achievements, the easiest way to get these is to pick a class you are skilled with and use that class to complete quests, dailies, and client requests (make sure you add whichever class you are trying to level as a sub-class, which can be done by talking to Cofy in the Gate Area and finishing the quest with a similar name (Sub-Class license or some such).
Complete as many quests as you can, and before turning them in, change your main class to Fighter and turn them all in. You can go up to 15-20 with a full 20 completed quests.
To make it EVEN EASIER, select an Expedition but instead of searching blocks for a party, stay in the same block, then go to Client Orders. You should now be able to select all orders based in the area you are going to be in.
