To Land a Counter Burst you need to Push the 
Button and release it as you get hit by your opponent. Keep close to your opponent and Keep holding down , as soon as they go to strike release doing the counter burst required for this Achievement. You dont have to hold for too long. Hold it down for a couple seconds and release.
