This is a story related mission and unmissable. You get this for completing chapter 5.
Mission hints-
Make sure at last 1 of your agents is wearing a disguise as there is a restricted building in the centre that you need to access but it's full of cameras and soldiers.
There is an evac site next to the hanger in the corner of the map. It's not far from the final objective and there's not normally soldier/civilian presence so you can reach it unnoticed.
